This is “the closed section of Highway 1, just south of Big Sur, currently known as Big Sur Island. Due to the bridge out at Big Sur and a HUGE mudslide to the south, there’s a 45-mile section of Highway 1 that’s basically devoid of cars. It’s a playground for bicyclists, hikers, and folks on rental eBikes.”
