Kickstand holder. It mounts on the chainstay and holds the end of the kickstand to keep it from rattling.

fork mounted tennis raquet holder for sure. Had one on my Sears Free Spirit 10 speed in the 1980’s used to ride to the courts to play.

It took a few minutes to percolate but definitely a tennis racket carrier. The felt lined clamp fits around a wood racket shaft and the other part clamps around a fork leg.

Had one on my Varsity as a teen and actually used it……yup, fork mounted tennis racquet clip.
