That bike is from the Dutch manufacturer “Gazelle” locked somewhere in what looks like Amsterdam. Multi person bikes were all the rage in the early to mid 1900’s in Holland. I have seen these before on trips to Holland. Gazelle is still going strong today…this is the only english site I could find of them – http://www.gazellebicycles.com.au/
